DRAFT PLAN for SUBSTANCE USE DISORDERS IN TRAVIS COUNTY
Vision: An informed, compassionate, engaged community that prevents harmful substance use, provides ready access to a full continuum of services and supports, and embraces a culture of health, recovery, and resilience
1. System Alignment: Cross-sector and cross-agency collaboration supports effective prevention and recovery programs and supports
Ø —- An integrated, effective and efficient substance use prevention and recovery system of care is in place
Ø —- Health information exchange (HIE) data usage supports coordinated substance use prevention and recovery
Ø —- Coordinated and leveraged funding streams support effective principles, practices, and programs
Ø —- The quality and consistency of local community substance use data is improved
The system supports individualized, culturally appropriate approaches with no wrong-door and multiple community-centered pathways to recovery
2. Education: An informed, educated and supportive community understands that substance use disorders are chronic illnesses and that recovery is possible
Ø Individuals, families, and the community are aware of the impacts of substance use and familiar with the concept of recovery-oriented care and recovery support systems
Ø Individuals in recovery feel supported in the community
Ø The community is equipped with tools to address substance abuse and support recovery
Ø Clear community messages regarding prevention and recovery supports are present
3. Prevention: Harmful substance use is prevented at the earliest possible point
Ø Underage drinking and drug use, binge drinking and adult problem substance use are decreased
Ø Local institutions support increased investment in effective prevention principles, practices and programs
Ø Prevention programs are targeted at critical times of transition, ie, moving from elementary to middle school, divorce, etc
Ø Effective regulations are in place to prevent substance use
4. Recovery: Integrated, person-centered, community-based, family focused recovery supports are readily available
Ø The recovery system is affordable
Ø Vulnerable populations have ready access to services
Ø The appropriate level of intervention – the right dosage – is provided at the right time
Ø Substance use prevention and treatment are integrated into the healthcare and mental health systems to create one holistic system
Ø There is increased coordination between the formal and informal recovery systems of care
Ø Recovery supports such as housing, employment, and peer support are available
Ø Family members of individuals with severe substance use disorders have access to supports and services
5. Quality & Accountability: The quality of individuals lives are measurably improved through effective programs and supports.
Ø Individuals report increased quality of life, stable housing, and employment
Ø Substance use data and evaluation is used to adjust interventions
Ø Evidence-based and promising practices are identified and expanded
Ø The number of trained and/or certified individuals who support those in recovery is increased
